The agenda emphasised the importance of Article 15 of the Directive which introduces the components of International Human Rights Law and International Humanitarian Law. Most of our courts have been limited in jurisdiction to refugee law, so it will be a major challenge for us to work together in our efforts to develop a jurisprudence that is consistent with the standards imposed by this Directive and, of course, by other, international conventions. A practical solution, it worked in 2007, was to convene a number of workshops, in four different regions involving judges from a diversity of regions in Europe, when we concentrated on the same issues and then expressed our opinions on a number of case studies common to all four workshops. Rapporteurs from each of the workshops then presented a resume of the results and conclusions, at Strasbourg. 
                         

Although the Chapter was formed in 2002 it does not have any regulations or bye laws governing it's activities. Consequently, a sub-committee has been appointed whose task will be to draft appropriate regulations which must, of course, find themselves in conformity with the Constitution of the International Association. The completed draft should be finalised in early 2008 when the text will be posted on the members website. Members will be invited to submit any amendments they feel are appropriate in arriving at a consensual and binding finality. 
                    

The activities of the European Chapter have been supervised by a number of European members of the Council and this will continue until the next conference when the regulations by then in force will allow for a council elected by those present at the plenary session. The Conference agreed to the appointment of four colleagues who will act in an advisory capacity to ad hoc Council members. These are:

  • 1. Harald Dörig. Federal Administrative Court, Leipzig.
  • 2. Judit Pápai. Metropolitan Court Budapest.
  • 3. Boštjan Zalar. Administrative Court, Ljubljana, Slovenia.
  • 4. Richard Ljungqvist, Migration Court, Stockholm. 
                               

All of us who were present at a most memorable event , owe an enormous debt of gratitude to François Bernard, President de la Commission des Recours des Réfugiés, and to his colleagues for their unending generosity , application and dedication in the preparation management and presentation of the Conference.
